PILLAR CONSULTANCY
Pillar Consultancy is a central
development group offering research, development and design
services predominantly to the Property Department's of Local
Authorities.
HISTORY
Pillar Consultancy was
inaugurated in 1989 and is the successor organisation to SCOLA
(the Second Consortium of Local Authorities). It now administers
the SCOLA steel frame and component arrangements. Since 1961
approximately 2,000 projects have been constructed using the
SCOLA steel frame and many more projects have benefited from the
use of component supply arrangements.
PUBLIC SECTOR CHALLENGE
Pillar Consultancy was
created in response to a demand for an independent body, within
the public sector, with specialist knowledge of property and
building issues. The Consultancy accepted the challenge of
the 1990s, to innovate in the face of great change. It offers an
exciting and unique opportunity to supplement in-house skills in
a situation where it is difficult to manage more efficiently,
give value for money and remain publicly accountable.

single client on a specific topic. Or the Consultancy
may, through its wide range of clients, be able to
organise shared funding, thus giving very good value for
money and enabling joint enterprises to go ahead that
could not be justified by one organisation.
PILLAR CONSULTANCY
draws on the expertise of a range of specialists in
addition to the core team, and acts as a facilitator for
the exchange of information by means of user groups,
workshops and conferences and through a network of
professional and academic contacts who can be called upon
on individual subjects.
